Balanced Devolution By Prof. G. L. Peiris

“How does his balanced devolution compare with his attempt made in the draft constitution when he proposed land to be vested in the various regions and all these regions are given the power to have their own independent police force? Please see the article “The evil nature of the draft constitution” published in the Island of Friday 25th April 1997.”

The Sunday Island of October 12, 2008 states that Dr. G. L Peiris in an address to the Maha Sangha on the devolution of power and the 13th amendment organized by the government of Switzerland in collaboration with Sri Lanka Dialogue Forum has stated and I quote “Devolution of power is an essential pre-requisite for safeguarding human freedom but it has to be carried out in a balanced, calculated and innovative manner. Such a scheme of devolution would never pose a threat to the territorial integrity of a country as some people tried to assert.

He got the right handpicked audience of UNP monks for his lecture but he will not dare address a public audience on that subject. Who is GL Peiris to tell anybody that people should have faith in him and believe him when they have the faculties to reason out things for themselves? He speaks of balanced devolution when his record shows that throughout his entire career as a minister under Kumarathunge he has been attempting quite the very opposite.

In support of what he had planned all his life, in his address to the UNP monks he refers to the Constitution of the United States deliberately hiding the fact that the US is a collection of states that were once independent and came together to form one whole country on their own wish which is totally inapplicable to Sri Lanka.

He then goes on to a thing called the 13th amendment which is a by-product of the Provincial Councils imposed on us by India. He will live to see the day when we will tear up the Provincial Councils with the absolute contempt of the invading enemy India that imposed it on us through a spineless president at that time.

It would be good to know what this Sri Lanka Dialogue Forum is and who is behind it. It could be another one of the so-called NGOs of which there are thousands in this country that no self-respecting country would tolerate for what they have been doing to us. There are a few genuine NGOs and I personally know one of them by the name of Environmental Foundations Ltd. that stopped the sale of the Galle Face Green by the UDA to a private party for a song.

They told me that it was on the basis of the many articles that I wrote in the Island on this subject backed up with editorials in the Island by Mr.Gamini Weerakone that they applied for an injunction to the Supreme Court. No such articles or any other article from me will appear in the Island now because that paper has stopped publishing anything from me a long time ago. I now go to the Asian Tribune and others seem to be doing the same thing.
