The Norochcholai fiasco

The Norochcholai 300 Mw electricity plant, supplied and installed by a Chinese company, has, during its first months of operation, been off the grid for several days on end. The full facts have not been made known.

The Chinese have in operation many coal-fired plants of much larger output than the installation at Norochcholai. Therefore, they cannot be lacking in experience in building and operating such plants. Why then these catastrophic failures?
